NC Legislature Updates: 2025 Session by the Numbers – A Mid-Year Legislative Snapshot (Updated!)

As we’ve passed the May 8th Crossover Deadline in the 2025 session of the North Carolina General Assembly (NCGA), we’re breaking down the numbers that matter. From the volume of bills filed to how many have been voted out of committee, crossed chambers, or been ratified into law, this data-driven snapshot offers a high-level look at NC legislative activity so far—and what it may signal for the months ahead.

In total, 1,776 bills have been filed so far in the 2025-2026 biennium. The Senate saw the largest number of bills filed on a single day on Tuesday, March 25th, the Senate Bill Filing Deadline, when 283 bills were filed (or 40% of all Senate bills). The House extended their Bill Filing Deadline by a week to April 10th and in those last two weeks approaching the deadline, we saw 217 House bills filed the week of March 31st, and 215 House bills filed the week of April 7th.

Senate: 127
In total, 490 bills have been voted out of committee since the beginning of session, with 363 House bills (or 36% of all House bills) voted out of committee and 127 Senate bills (or 17% of all Senate bills) voted out of committee.
Note: Bills that were voted out of multiple committees are counted just once – this data point reflects the total number of individual / distinct bills that have been voted out of committee.

In total, 368 bills met crossover this session, with 264 House bills meeting Crossover (or 26% of all House bills) vs. 104 Senate bills meeting Crossover (or 14% of all Senate bills).
Keep in mind that certain bills (like finance, appropriations, and elections bills) are exempt from Crossover! We’ll be monitoring these closely.
